Oracle NMS staffing and consultants
Oracle Utilities Network Management System (NMS) is the platform electric utilities use for outage management, distribution management and network operations, including trouble call handling, crew dispatch, switching and restoration. Mako places NMS functional consultants, model builders, integration developers and support analysts.

What Oracle NMS is
One network model powering outage prediction, switching and restoration.
NMS is the operational counterpart to the utility's customer systems. Customer calls and account data typically originate in Oracle CC&B, outage and restoration signals increasingly come from AMI via the head-end system, typically through Smart Grid Gateway, into NMS, and the field work that follows restoration is planned in Oracle WAM.
NMS staffing draws on a narrower pool than the customer-side products because it requires electric distribution operations knowledge. See our utility ERP and CIS practice for how we cover the full platform landscape.
OMS and DMS in one platform
NMS covers both outage and distribution operations against a shared network model, so an operator sees predicted outages, crew status and switching state together. That integration is the platform's strength and also why model accuracy matters so much.
The network and connectivity model
The as-operated connectivity model (feeders, devices, phasing, customer-to-transformer relationships) is what makes outage prediction and switching analysis correct. Model build and ongoing maintenance from GIS updates is a permanent function, not a one-time project task.
Trouble calls and outage prediction
Calls arriving from the CIS, IVR and self-service channels are grouped by the prediction engine to infer the upstream failed device. Prediction quality depends directly on model accuracy and on how reliably customer-to-device relationships are maintained.
Crew dispatch and switching
Operators assign crews, record switching steps and apply tags and safety documents against devices. Switching plans allow planned work to be studied and executed safely, with the model reflecting the resulting network state.
Storm response and restoration
During major events, call volume, crew coordination and estimated restoration times all scale at once. Configuration for storm modes, mutual assistance crews and ETR communication is what separates a manageable event from an unmanageable one.
SCADA, AMI, GIS and CIS integration
SCADA supplies telemetry and device status, AMI last-gasp and ping confirm outage and restoration at the meter, GIS supplies the model source, and the CIS supplies customers and calls, the customer side generally running on Oracle CC&B.
Control room reality
NMS is used continuously by operators under time pressure. Changes must be validated against real operating practice, and support has to be available on the same hours the control room runs.
Roles we place
Functional, model, integration and support roles for electric distribution operations.
- NMS Functional Consultant
- Network Model Analyst
- OMS/DMS Configuration Specialist
- SCADA Integration Engineer
- GIS Data Analyst
- NMS Developer
- Test Lead
- Control Room Support Analyst
Where teams need help
The NMS gaps with the longest lead time to fill.
Network model quality
Prediction and switching accuracy track model accuracy. Model analysts who can reconcile GIS against as-operated reality are the highest-leverage role on most NMS programs.
SCADA and telemetry integration
Integrating device status and control requires engineers comfortable in both operational technology and the NMS data model, a rare combination.
Storm readiness and process work
Utilities often need short-term senior help hardening outage processes, ETR practice and storm configuration ahead of season.
Control room support coverage
Support analysts who understand operator workflows keep issues from becoming reliability or communication problems during events.
Oracle NMS and outage management staffing questions
What is Oracle NMS?
Oracle Utilities Network Management System is the platform electric utilities use to operate the distribution network. It combines outage management, distribution management, a connectivity model of the network, trouble call handling, crew dispatch, switching and restoration tracking in the control room.
What is the difference between OMS and DMS?
Outage management (OMS) is about knowing what is out, predicting the failed device from customer calls and AMI signals, dispatching crews and tracking restoration and reliability statistics. Distribution management (DMS) is about operating the network, switching, tagging, load and voltage analysis, and studying the effect of planned changes. In NMS both run against the same network model.
Do you staff storm and outage response programs?
Yes. We place NMS functional consultants, network model analysts, configuration specialists and control room support analysts for storm readiness work, outage process improvement and post-event remediation, on contract, contract-to-hire or full-time.
What NMS roles are hardest to fill?
Network model analysts and SCADA integration engineers are consistently the scarcest. Both require electric distribution knowledge alongside system skill, and the pool comes from a limited number of utilities and integrators, which is why we recruit for these roles continuously rather than on demand.
