Oracle CC&B staffing and consultants
Oracle Customer Care and Billing (CC&B) is the customer information system many utilities use to run meter-to-cash, rate calculation, billing, payments, credit and collections, and customer service. Mako places CC&B functional analysts, configuration specialists, OUAF developers, conversion leads and project managers.
Senior CC&B talent for implementations, upgrades, conversions and ongoing production support at electric, gas and water utilities.

What Oracle CC&B is
CC&B is where the utility's revenue cycle actually runs, from a meter read to a collected payment.
CC&B owns the meter-to-cash process: it holds the customer and service relationships, calculates charges from rate configuration, issues bills on cycle, applies payments, and escalates arrears through credit and collections. Because it is both the billing engine and the system of record the call center works in, configuration decisions have simultaneous financial, regulatory and customer service consequences.
CC&B is built on the Oracle Utilities Application Framework, which is why technical work on the product is a distinct skill set (see OUAF developer staffing). CC&B calculates consumption from register reads natively; interval and AMI data is typically processed in a separate Oracle MDM instance and passed to CC&B as usage transactions.
Oracle's forward path converges CC&B and MDM into a single product, so many utilities are evaluating or executing a move to Oracle C2M. Utilities planning a move to the cloud-delivered platform should also see Oracle CCS staffing, which is where most new implementations now start. All of these paths draw on the same scarce talent pool described across our utility ERP and CIS practice.
For side-by-side product comparisons, see CC&B vs C2M vs CCS and SAP IS-U vs Oracle CC&B.
Customer, account and premise model
CC&B's core data model links persons, accounts, premises, service points and service agreements. Getting this structure right determines how the utility handles landlord-tenant transfers, multi-premise accounts, sub-metering and complex service relationships for the life of the system.
Rate schedules and calculation rules
Rates are built from rate schedules, versions, components and calculation rules that translate tariff sheets and regulatory filings into executable logic. Tiered, seasonal, time-of-use and rider structures all live here, and rate changes are ongoing work long after go-live.
Billing cycles and bill determinants
Billing runs on cycle schedules and windows, drawing bill determinants from consumption, demand and derived quantities. Cancel-rebill handling, prorations, estimated bills and bill segment errors are where most day-to-day billing support effort is spent.
Payments and remittance
Payment events, tenders and distribution rules govern how money is applied across accounts and service agreements. Lockbox and remittance file processing, payment exceptions and reversals require both configuration knowledge and interface troubleshooting skill.
Credit and collections
Collection classes, debt classes, collection processes and severance processes control how arrears escalate through notices, deposits, payment arrangements and disconnection. Regulatory protections and moratoria make this one of the most compliance-sensitive areas of the system.
Field activities and customer contact
Service orders and field activities drive connects, disconnects, meter exchanges and investigations out to the field workforce. Customer contacts, cases and notification history give the call center the record it needs to serve customers accurately.

Where teams need help
The gaps that most often slow CC&B programs down.
Rate and billing configuration depth
Rate work is unforgiving: a misconfigured calculation rule surfaces as thousands of incorrect bills. Teams routinely need a senior rates resource alongside their generalist functional analysts.
Technical extension capacity
CC&B runs on the Oracle Utilities Application Framework, so extensions, algorithms and batch work require framework-specific skill. See our OUAF developer staffing for how we source these roles.
Conversion and reconciliation
Legacy conversion into the CC&B model (balances, usage history, service agreements) consumes far more effort than most plans allow, and reconciliation is what proves the load is correct.
Production support after go-live
Billing exceptions, batch failures and collections questions arrive immediately after cutover. Support analysts who know the configuration keep stabilization from stalling.
Oracle CC&B staffing questions
What does an Oracle CC&B consultant do?
A CC&B consultant configures and supports the parts of the system that run meter-to-cash: the customer, account, premise and service point data model, rate schedules and calculation rules, billing cycles, payments, and credit and collections treatment. Functional consultants own design and configuration, while technical consultants extend the product through the Oracle Utilities Application Framework.
What is the difference between CC&B and C2M?
CC&B is the standalone Customer Care and Billing product. Customer to Meter (C2M) converges CC&B and Meter Data Management into a single product and codebase, so meter data processing and billing share one platform. Utilities on CC&B with a separate MDM instance often move to C2M to reduce integration and consolidate upgrades.
Do you staff CC&B conversions and upgrades?
Yes. We place conversion leads, data migration analysts, reconciliation support, test leads and cutover managers for legacy CIS replacements, CC&B version upgrades and CC&B to C2M or CCS transitions. Engagements are available on contract, contract-to-hire or full-time.
How quickly can you provide CC&B consultants?
We work to a 48-hour submittal turnaround. CC&B skills are utility-specific and scarce, so our recruiters maintain relationships across this talent market.
