OUAF developer staffing
The Oracle Utilities Application Framework (OUAF) is the shared technical foundation beneath CC&B, CCS, C2M, MDM, WAM/WACS and ORMB. OUAF developers build and extend these products using business objects, algorithms, scripts, batch programs and UI maps. Mako places OUAF developers on contract, contract-to-hire and full-time engagements.

What OUAF is, and what to screen for
The concepts that separate a genuine framework developer from a product user.
OUAF is why a developer experienced on Oracle CC&B can become productive on Oracle MDM or Oracle C2M relatively quickly: the products differ functionally but share the same technical mechanics. That transferability is the practical basis for how we source technical talent across our utility ERP and CIS practice.
It is also why the pool is small. The framework is used only inside Oracle Utilities products, so developers learn it at a limited number of utilities and system integrators. There is no broad external market producing these skills, and candidates are usually already engaged, which is why we recruit for the skill continuously rather than reactively.
Maintenance objects and business objects
Maintenance objects define the underlying tables and their relationships; business objects layer schemas, lifecycle states, validation and behavior on top. Almost all modern extension work happens at the business object level, so a developer who reaches straight for table updates is a warning sign.
Business services and service scripts
Business services expose product logic for reuse, while service and plug-in scripts implement custom behavior without Java. Scripting is the preferred extension path because it survives upgrades far better than compiled customization.
Plug-in and plug-in-driven algorithms
Algorithms attach logic at defined extension points: validation, calculation, lifecycle transitions and more. Understanding which algorithm spot to use, and its input and output contract, is the difference between a supportable extension and a fragile one.
Batch control and threading
Framework batch programs are configured through batch controls with parameters, thread counts and commit intervals. Restartability, thread partitioning and error handling determine whether nightly billing and metering windows hold under production volumes.
UI maps, zones and portals
The presentation layer is assembled from UI maps, zones and portals driven by metadata and XSLT/HTML. Developers who can build usable operational screens without abandoning the framework model save teams considerable rework.
Configuration Migration Assistant
CMA moves configuration between environments as controlled, comparable packages. Disciplined use of migration requests and plans is what makes promotion repeatable and auditable instead of manual re-entry.
Scripting versus Java extensions
Java extensions offer power but increase upgrade cost and, on cloud services, may fall outside supported boundaries. Experienced developers push logic into configuration and scripting first and reserve Java for cases that genuinely require it.

Where teams need help
What makes OUAF hiring different from ordinary developer hiring.
Long lead time on technical roles
Because the pool is small, opening framework developer roles at the start of the build phase usually costs schedule. Programs that plan these roles early avoid a hard dependency at the worst moment.
Screening depth, not keyword matching
Many resumes list CC&B or MDM without real framework depth. We screen on business object design, algorithm placement and batch behavior rather than product names.
Batch and performance engineering
Billing and measurement batch tuning at production volume is a distinct specialty, and often the difference between hitting and missing a billing window.
Upgrade-safe extension design
A technical architect who enforces supported extension patterns protects future upgrade and cloud-release effort, the most commonly deferred and most expensive omission.
Questions about hiring OUAF developers
What is OUAF?
The Oracle Utilities Application Framework is the shared technical platform beneath Oracle Utilities products including CC&B, CCS, C2M, MDM, WAM/WACS and ORMB. It provides the metadata-driven object model, configuration tooling, scripting engine, batch infrastructure and UI layer that all of those products are built on.
What skills should an OUAF developer have?
Look for maintenance objects and business objects, business services and service scripts, plug-in and plug-in-driven algorithms, batch control design and threading, UI maps, zones and portals, and configuration migration using CMA. Strong candidates also know when a requirement belongs in scripting versus Java, and can explain why.
Why are OUAF developers hard to find?
The framework exists only within Oracle Utilities products, so developers acquire it on the job at a limited number of utilities and system integrators. There is no broad open-source community or general job market feeding the skill, which keeps the pool small and lead times long compared with mainstream development roles.
Do you place contract OUAF developers?
Yes. We place OUAF developers on contract, contract-to-hire and full-time engagements nationwide. Because this is a scarce skill with long lead times, we recruit for it continuously rather than only when a requirement is open.
